The Constitutionalism and Rule of Law Unit of the Department of Political Affairs, Peace and Security of the African Union Commission is organizing a consultative workshop on the African Union Guidelines on Constitutional Amendments from August 24 to 26, 2022 in Niamey, Niger.   

The workshop is being organized in fulfilment of the mandate of the Peace and Security Council, which at its 791st meeting held on August 22, 2018, in Addis Ababa, requested the AUC to expedite the development of guidelines for constitutional amendments within member states.

This workshop is being organized pursuant to the Accra Declaration of March 2022 on Unconstitutional Changes of Government in Africa, and the decision of the Malabo Extraordinary Summit on Terrorism and Unconstitutional Changes of Government held on May 28, 2022, recommended the finalization of guidelines for use by member states, in collaboration with RECs and regional mechanisms.

It is also part of the African Union's commitment to prevent unconstitutional changes of government and to strengthen the capacity of the African Union to manage such situations.

The Niamey consultative workshop brought together high-level experts and practitioners from across the continent to undertake an in-depth technical review of the draft guidelines on constitutional amendments in African Union member states, to receive technical and constructive inputs for finalizing the finalization of the draft. The final draft will be submitted to the members of the RECs and regional mechanisms for consideration at a future meeting.

Finally, once adopted, the guidelines will serve as a canvas for advancing constitutionalism, rule of law and democracy on the continent, in line with relevant AU instruments, in particular the ACDEG.
