Reaffirming commitment to Fostering Peace, Security, and Stability Across the continent
The African Union (AU) Commission successfully organized a three-day Induction/Orientation Programme for the newly elected and re-elected members of the Peace and Security Council (PSC) of the African Union from 25 to 27 March 2025, in Arusha, Tanzania. The Induction Programme was preceded by a Workshop of the AU PSC Committee of Experts, aimed at devising innovative strategies for enhancing the implementation, monitoring and evaluation of PSC decisions.
In keeping with PSC practice, the Induction Programme provided an opportunity for the newly elected members to familiarize themselves with the PSC’s mandate, work and working methods before taking their seats within the Council. The programme further allowed for learning from the experiences, lessons and best practices of outgoing and previous PSC members.
Speaking at the opening ceremony, Ambassador Bankole Adeoye, African Union Commissioner for Political Affairs, Peace and Security, highlighted the PSC’s collective wisdom, the philosophy of “African solutions to African problems”, and the challenges to be addressed through the effective implementation of the seven aspirations of Agenda 2063 and the AU Master Roadmap of Practical Steps to Silence the Guns in Africa. The Commissioner welcomed the incoming PSC members, congratulated the re-elected members, and expressed appreciation for the outgoing members for their unwavering dedication to promoting peace, security, and stability across Africa. He underscored the pivotal role of the PSC in advancing the African Union’s peace and security Agenda for the Continent.
H.E. Cosato Chumi, Tanzania’s Deputy Minister of Foreign Affairs, representing the Government of Tanzania, reaffirmed the country’s commitment to promoting peace, security and stability across Africa. He congratulated the newly elected and re-elected ambassadors, emphasized their dedication to peace and governance, and praised outgoing members for their contributions, which have inspired the incoming members. Minister Chumi stressed the critical role of the AUPSC in shaping Africa’s future and called on members to embrace innovation, foster collaboration, and cultivate international solidarity in their efforts to uphold the collective interests of African citizens.
Over the course of the three-day programme, participants engaged in constructive discussions, deepening mutual understanding of the PSC’s mandate, functions, and responsibilities. Outgoing, current and incoming PSC Members, as well as former Members discussed the urgency and significance of the Council’s mandate in addressing the pressing challenges of insecurity, violent extremism, unconstitutional changes of government, and humanitarian crisis in Africa. They highlighted the need for dedication, strategic foresight, and collaboration in tackling the root causes of conflict and promoting inclusive peace and security approaches. They also emphasized the importance of strengthening the continental early warning system, enhancing preventive diplomacy, and ensuring African ownership and leadership in peace and security efforts, including securing predictable and sustainable funding.
Key recommendations included enhancing collaboration with Regional Economic Communities and Regional Mechanisms (RECs/RMs), remaining focused on promoting and defending the AU shared values and normative instruments for guaranteeing continental peace, security and stability. The importance of strengthening prevention mechanisms and enhancing the use of mediation tools, was also emphasized.
A certificate award ceremony was held in honor of the outgoing PSC Members, including Ambassadors, members of the PSC Committee of Experts, and members of the PSC Military Staff Committee.
In closing, on behalf of Ambassador Mahmoud Thabit Kombo, Minister of Foreign Affairs and East African Cooperation of Tanzania, Ambassador Innocent Shiyo expressed Tanzania’s pleasure for hosting the Induction programme. “As a country that has always championed peace and security in Africa, we remain steadfast in our support for the work of the African Union Peace and Security Council. Through intensive cooperation, innovative solutions, and the unwavering political will, we can collectively advance the AU's peace and security agenda,” he stated.
