The Peace and Security Council (PSC) of the African Union (AU), at its 723rd meeting held on 5 October 2017, received a briefing on the Activities of the African Members of the United Nations Security Council (UNSC) (A3) and adopted the following decision:



 1. Takes note of the statements made by the Permanent Representatives of the Federal Democratic Republic of Ethiopia, in its capacity as Coordinator of the African Members of the UN Security Council for the period May 2017 to August 2017. Council also takes note of the statements made by the Permanent Representative of Senegal and the representative of the Arab Republic of Egypt, as African Members of the UN Security Council;

 2. Recalls paragraph 24 of Decision Assembly/AU/Dec.598 (XXVI), adopted by the 26th Ordinary Session of the Assembly of the Union, held from 30 to 31 January 2016, in Addis Ababa (Ethiopia), in which the Assembly reiterated that the African Members of the UNSC have a special responsibility to ensure that the decisions of the PSC are well reflected in the decision making process of the UNSC on peace and security issues of concern to Africa. Council also recalls that, in the same decision, the AU Assembly also requested the A3, working with the Commission, including the AU Permanent Observer Mission to the United Nations, in New York, to present reports, through the PSC, to the Assembly, on their efforts within the UNSC and the extent to which they will be promoting African common positions as articulated by the PSC; 

3. Commends the A3 for their closely coordinated collective efforts in defending and promoting Common African positions within the Security Council. In this context, Council stresses the importance  for the A3 to continue to work as a coherent and coordinated group, speaking with one voice and to also further strengthen their consultations with other  members of the UNSC and the Africa Group in New York, and to continue to keep the PSC regularly informed  of the results of these efforts;

 4.  Commends, in particular, the Federal Democratic Republic of Ethiopia for its effective coordination of the A3 and encourages the next A3 coordinators to maintain and build on the momentum set by Egypt and Ethiopia;  

 5. Welcomes the commitment of the A3 Group to continue to promote and defend African common interests and positions on peace and security issues under consideration by the UNSC;

 6. Congratulates both, the Republic of Cote d’Ivoire and the Republic of Equatorial Guinea, on their election as African non-permanent Members of the UNSC for the period 2018/2019. While looking forward to their contribution towards fostering AU’s common interests and concerns in the UNSC, Council urges them to build on the positive trend set by the outgoing A3 members;

7. Looks forward to receiving the next report of the A3 on their activities within the UNSC;

8.   Decides to remain actively seized of the matter.
