The Department of Political Affairs, Peace and Security of the African Union Commission deployed a Special Pre-electoral Political Mission from 26 November 2022 to 4 December 2022 to Abuja, Federal Republic of Nigeria.  The SPPM is led by H.E. Phumzile Mlambo-Ngcuka, former Deputy President of the Republic of South Africa and Member of the AU Panel of the Wise. It consists of Hon. Chief Fortune Charumbira, President of Pan-African Parliament, AUC staff and independent electoral experts.

Nigeria will hold general elections on 25 February 2023 to elect the President and the bicameral National Assembly as well as State elections on 11 March 2023. The main objective of the SPPM is to assess the state of preparedness for the general elections as well as express solidarity to the Federal Government and the People of Nigeria. The Mission is part of the overall efforts to support Nigeria aimed at consolidating democracy, peace, and stability in line with the mandate bestowed on the AU to promote peaceful, democratic, and credible elections as stipulated in various AU normative instruments, inter alia, the African Charter on Democracy, Elections and Governance and the 2002 Declaration of Principles Governing Democratic Elections in Africa. The Mission is anchored on the African Peace and Security Architecture as well as the African Governance Architecture.

While in Abuja, in order to gain perspectives on the state of preparedness for the elections, the Mission will engage with a wide range of key stakeholders in the electoral process including the Independent National Electoral Commission, the Inspector General of Police, Political Parties, the media, the Civil Society including representatives of youth and women organisations, among others.
