The African Union (AU) Peace and Security Council (PSC) in collaboration with the AU Commission and the United Nations Institute for Training and Research (UNITAR), will hold the 10th High-Level Seminar on Peace and Security in Africa, from 17 to 18 December 2023, a at Le Méridien Hotel, in Oran, Algeria. This year’s event will commemorate the 10th anniversary of the Seminar, marking a decade of its institutionalized collaboration and cooperation between the PSC and the African Members (A3) of the UN Security Council.  Held annually, the Seminar will also consider the Manual on the Modalities of Engagement between the PSC and the A3, also known as the ‘Oran Process’.

The High-Level Seminar will bring together the PSC Members, current and incoming A3, the AU Commission, the UN and other partners to exchange views and share experiences; to take stock of the achievements registered thus far by the A3 in discharging their AU-given mandate and reflect on challenges faced during the past ten years. Furthermore, the Seminar will propose best means and ways of further strengthening the coherence, cooperation, coordination, between the PSC and the A3. More specifically, it also aims at ensuring the effectiveness of the A3 in promoting, articulating and defending African common positions, interests and concerns during the decision-making process of the UN Security Council on peace and security issues concerning Africa and its people, in line with the decisions and declarations of the AU decision-making organs. The Seminar will also review the status of implementation of the recommendations in the Conclusions of the 9th High-Level Seminar.

The High-Level Seminar is organized just before the newly elected A3 take their seats in the UN Security Council. To date, nine High-Level Seminars on peace and security in Africa have been organized.

The Manual, also known as the “Oran Process”, is a consolidation of the outcomes of the past nine High-Level Seminars aimed at enhancing Africa’s voice in the UN Security Council and guiding the cooperation between the PSC and the A3.
